Instructions for Exchanging a Foreign Driver's License to an Icelandic License (Non-EU/EEA Citizens)

If you are from a country outside the EU/EEA and wish to exchange your driving license for an Icelandic one, please follow these steps:

  1. Residence Requirement

    • You must have lived in Iceland for at least 6 months.
    • If you have not been a permanent resident in Iceland for over 6 months, you must provide proof that you have lived and worked here during that period.
  2. Visit the District Commissioner’s Office

    • The office will scan your current driving license.
    • You must bring a passport photo (size: 35x45mm).
    • You will also need to provide your signature.
  3. Health Certificate

    • A health certificate is required.
    • Book an appointment at your nearest healthcare center specifically for a driving license health check.
  4. Application Form and Payment

    • Fill out an application form at the District Commissioner’s office.
    • Pay the necessary fees for the Icelandic driving license.
  5. Written Test and Driving Evaluation

    • Your application will be sent to Frumherji, where you will take a written exam.
    • After passing the written exam, you must contact a licensed driving instructor. The instructor will:
      • Evaluate your driving skills.
      • Create a driving practice plan, if necessary.
      • Assist in booking the driving evaluation with Frumherji.
    • The written test is available in several languages. You can book the test through Frumherji’s website.
  6. Issuance of the Icelandic License

    • Once you pass the test, Frumherji will send the documents back to the District Commissioner’s office.
    • The District Commissioner will then order your Icelandic driver’s license.
    • You will receive both your Icelandic license and you can also keep your original foreign license.
